  I'm wondering why i never received this pack. I got the victory pack and i did promote two characters (my soldier and engineer) when the event started. Why havent i received my pack yet?

People were cheating the system to get multiple packs and Bioware caught them, suspending the delivery of all awards. You'll have to wait a while because some people just have to ruin it for everyone.
