Before the toolset was released to the public, Devs said that helmets would be taken off for all conversations, but you could change it using the toolset.
The way they described it, led you to believe that there was a long list of all of the conversations in the game, with a little show helmet toggle next to them.
Has anyone found this? or am I wrong? If so, how would I go about making Helms show in conversations and cutscenes?

Dunno, me brains don't get the question, new and old being notions kinda depending on a referential. But then again, I'm hungry right now, and I can't think and be hungry at the same time.
Anyway.
Appart from various idiocies, what I can tell is : That's possible in any staged conversation, provided you can edit the resource. (meaning you won't be able to change anything in the OC conversation, as far as I know and until we get our hands on the OC sources)

The toggle for showing the helmet exists on every single line of dialogue in the OC. The helmets do not show by default, and to show them you need to flip the switch for literally every line (this way you can have some people keep their helmets on and others take them off).

On the "cinematics" tab of the dialogue, there's two fields for each character, Helmet and Weapons. The former can be set either to "force on" or "force off"

You have to edit each and every stage if you're trying to have people wear their helmets in every dialog/cutscene.
Not even sure if the resources necessary are in the toolset.

You just set the desired value at the beginning of conversation branch in dialogue file and it persists all way down until there's change of the stage, or you set the field to different value, or something to this effect. For simpler characters/dialogues which are entirely tied to singe stage this can be even set at Root node level.
