Isn't anyone bothered by his lack of opinion? I mean, he'll always agree with whatever Shepard does. Ditch him in ME? In ME2 he's completely fine with it. Don't let him kill the guy in his loyalty mission? Fine. Tali commits suicide? Sadface but couldn't have done it the other way. Not recruit Kaidan in ME3? It would be nice to talk to him again but you had your reasons. etc etc. Is there any dialogue from Garrus where he actually disagrees with Shepard?
It really strikes me as odd as he seems to have less opinion than Fenris from DA2 who was an almost retarded brainwashed slave.
You can definitely disagree with him on the loyalty mission in ME2 and there are a few chances for you to disagree on tactics in ME3, I even recall early on he seems rather pissed off about Shepard taking Victus away from the fight. But he's also pragmatic and maybe that's part of being a turian and respecting one's superior officers, if he is fine with Shepard's choices there is no point in saying much to the contrary. Though I was sort of disappointed that choosing the Paragon or Renegade conversation options from previous games did not cause a difference in Garrus' outlook on situations, maybe there just wasn't time in ME3's story to shift the focus away from Shepard and the war.
