Yes, Garrus is in the top 3. He might be #1.

Garrus is a great character in a narrative sense. One of the best told characters and the writer's build of him and his relationship with Shep is great.

Plus he's just a kick-ass guy.

He is stylish but unromanced hes a neat character for me romanced he's really great I love how he turned into putting effort into his relationship in 3.

Tali however beats him as the best character ever romanced or not her personality, style, and voice are excellent. If I had to rate them Tali is a 10/10 and Garrus is a 9.5/10 but together team dextro is 200% for winning potential !

He is awesome-sauce. I love Garrus to pieces. Awesome squadmate, friend, and love interest.
