playing an infiltrator vs geth is pointless, both troopers, rocket troopers, infiltrators, pyros, and primes all track and shoot you while under cloak.
this is on silver and higher

I'm not sure this is a bug. If you cloak while in plain sight, they can see you and track you, yes (just like you can see cloaked Hunters if you look carefully enough). But if you cloak while in cover/out of sight and then run away, they will either continue firing at where you were or switch targets.
However, that said, I have seen some odd behavior when soloing bronze as an infiltrator. I have seen them continue to fire at my previous position (where I cloaked) while moving towards my current position (while I am still cloaked).

last 6 games i've played as infiltrator vs geth, the geth BOTH track and fire at my location, regardless of if i am in cover or not. the only time geth seem to not fire at me while cloaked is when they are focused on another target.

It's not a bug. If they saw where you cloaked, they can frelling see your outline, same as when you shoot Geth Hunters that are still cloaked (but you still spotted). Which means you know where to fire, and so do they. I found this to be an improvement on the magical "you can't see me, neener-neener" principle cloak had in ME2.
Plus, I'd assume that Geth ackshwally "see" differently than organics do, so it would make more sense if cloaking in plain sight from Cerberus troops would be easier.
