I imported a ME1+2 save and had Emily Wong as the newscaster in ME3 until the Cerberus attack. I completed the game.
Now that I started a new game using that completed ME3 save, Emily Wong is not the newscaster even before the Cerberus attack.

Are you sure she was the newscaster?
I'm pretty sure she actually died during the reaper invasion of earth. It was part of the Alliance News Network coverage a while back.
