[minor] Angry vs Patient C-Sec support (spoilers) [solved]

Possibly related to New Game+:

In previous ME3 game, I chose to support the Patient C-Sec officer and received the "streched too thin" update to a war asset.

In this playthrough using New Game+ from that playthrough, I chose the Angry C-Sec officer and still received the same "stretched too thin" update despite the dialog from the two officers reflecting a different situation.

I have the same problem myself, and strangely enough, with the Reluctant vs Gung-Ho Civilian.  I did agree with with the patient C-Sec officer the first time, but I've always gotten burnt with the civilians.  Instead of trying a new game+, I started a new character from scratch from ME1 thru ME3.  Still have the same problem. Weird.
So, in summation, when I support the Angry C-Sec officer over the Patient C-Sec officer, the Citadel Defense Force still suffers. When I support the Reluctant Civilian over the Gung-Ho Civilian, the Citadel Defense Force still suffers.  I hate both of these conversations.

Edit:  I just realized that this was posted on PC support.  I play on 360, and sometimes I overlook important information.

I discovered that it is a combination issue. If you support the Angry C-Sec officer, you must support the Café Merchant as well. Otherwise, they'll use the Café's video footage to go after small-time stuff, too. They do not explain this very well. (The Turian C-Sec officer even promised the Café guy that they won't go after anyone other than terrorists. I guess the guy deliberately lies or is making a promise that C-Sec policy won't let him keep.)
