I've recently started replaying Mass Effect from the first game (which I've just finished the other day), and plan on importing my save into ME 2, and later into ME 3. Since it's been quite a while since I've played ME 2 and now with all the DLC being available for it and all, I was curious what would be the best option in regards to the DLC for a fresh ME 2 game. Should I just get them all and install them right away as I start the game, or do it gradually as I progress? I know some of them are meant to be played out after the main campaign mission story wise, can you choose at what point you want to play a certain story DLC if you have them all installed?

Download and install them all, you can play them whenever you like during the course of the game. However, it makes sense to do the recruitment missions (Kasumi and Zaeed) before the final mission. Arrival can be played whenever you like (personally I think it's good to play it when you've progressed a way through the main story mission but want a break from it) and Overlord is a different story altogether, so again whenever you like. There are a few mini vehicle-based missions in Firewalker that make a nice break from all the on-foot shooting, so play those in between the main story. Shadowbroker is the only one that's really meant to be played after the main story (also I believe there's a bug where you bypass one of the side-missions on Illium if you initiate it straight away by talking to Liara about it).
And yes, just download the 1.02 patch after installing the game.

I have a question on the DLC matter. Recently purchased ME2 as I am on a budget ALWAYS and can only afford it when on special .... 2 years after release but beggars can't be choosers !!! I want to get the DLC content for both ME1 & 2 but internet restrictions , yes I am capped , does not make this an option. Can one purchase the DLC serials from EA and obtain the DLC on Disc somewhere ?
