Random events are random...
I know, it's shocking.

It's random. As in, sometimes it happens and other times it doesn't.

stone prisoner dlc what you do is first do unlock honneleaf get that rod from that merchant sorry for spelling then do warden keep quest after and talk to the blacksmith then keep traveling between where you get shale and back to keep i always get it doing this and it shows up every play through for me like it should.

It has nothing to do with Stone Prisoner! It's part of Warden's Keep and only occurs after you complete it.

Hilarious...
I have seen undeniable proof of it being random. I once got the ore traveling between the Circle Tower and Lake Calanhad. Considering there is nothing between the two except a big body of water, it really shouldn't have happened. Oh well...I'll take it.

Then.... why do i always find it on the path to there the small path anyway nobody has to believe me as long as it works for me i don't care if you don't believe me.

Found that to be wrong myself. Didn't have Warden's Keep downloaded on my first playthrough yet I still managed to run across the crater (some time near the landsmeet I believe) to pick up the ore.

you have to have the dlc and now you have to blaze through the western end of the map for it to show up

You have to travel over plains or mountains. NOT highways and forests, it will never show up there!

It showed up for me while I was traveling from Braelin forest to Circle tower. It's a completely random encounter that occurs after you finish the Warden Keep quest.
Logically, the best way to ensure that you get it is to finish Warden Keep as early as possible.

Not true. My first play through WK was the first thing I did and I never got the random encounter. By the end of the game I would get the traveling dwarf no matter how many times I tried. Since then I haven't gone to WK until I get the ore encounter. I'm not saying you HAVE to get the encounter before you go to WK, I'm just saying that is how I do it.
One tip is to not accept a lot of side quests until you get it. Some side quests trigger random encounters and that lowers your chances of it being the ore encounter. Good luck.

it's not completely random, encounters are governed by 2das and this encounter is only in the mountain and plains 2das

I found it between Lake Calenhad docks and Redcliffe village (right after finishing the Lothering part). I've got both Stone Prisoner and WK.

The only time I ever get it is when I have Oghren in my party. I don't know why, but I've never gotten it before without him.

I love the kind of the weird myths that random events create. Only getting it with Oghren eish
