Why did Bioware choose Diana Allers, over Tali'Zorah vas Normandy and Emily Wong?

Somewhere along the line, for some reason I cannot comprehend, Bioware made the decision to spend their face-modeling money on Diana Allers, rather than giving Tali (a core character in the series) the face reveal she deserved.
I had no idea who Jessica Chobot was before Mass Effect 3. If the intent of her cameo was to make me a fan of hers, it actually had the opposite effect. I'm now forever going to associate her name with the failings of ME3.
Is she really that popular, that Bioware thought putting her in the game would boost sales? Was putting Chobot in the game such a draw, that it was worth it to relegate Tali to a stock photoshop, and kill off Emily Wong on Twitter?
As a design decision, it feels so dysfunctional and out of touch with what fans expect. The thing is, I don't see how having Chobot/Allers in the game was beneficial to EA/Bioware in any way. Whoever forces these stupid marketing gimmicks on Bioware at the cost of game integrity needs to be fired, because they don't even work.

In fact, this is almost more of a reason to be upset at Diana Allers waste of space than the fact that we miss out on Emily Wong, who would have been perfect on the Normandy! Instead, they insulted her by giving her a micro-blogging death.
of course, Bioware decided to give every character an undignified, undeserved death, so they apparently really don't give a sh*t about any of there characters.

I'f she liked ME and knew a developer and they needed a new face? Who wouldn't have said yes?
As a somewhat "in-industry" gimmick favour it's ok.
But as you say, as a marketing gimmick, it doesn't work.

Jessica Chobot is just another pretty girl and EA owned IGN a favor or 2.
Just your daily reminder that more effort was put into Allers than Tali.

There's something really nasty in this post, something misogynistic. It makes me very uncomfortable.
Most likely, it was a fan service thing. BW does that. It blew up because there's so little good will towards the game as a whole.

Great way to get support from teh game reviewers hire them to be in your game
Everything her company states about ME3 has no credability.

Emily Wong was killed on Twitter because it made sense for her to be on Twitter, and it was a useful bit of viral storytelling, illustrating human resistance to the impossible foe.
Tali's face was revealed in a photograph because that's how Bioware's storytellers wanted to reveal her face. Like it or not, it has nothing at all to do with Emily Wong or Diana Allers/Jessica Chobot.
Speaking of whom, you can criticize Bioware all you want for including this person in the game, and I'll support you all the way. But just say, "Allers was a boring and fumbled character played by an unconvincing amateur. Her appearance seems like a misguided attempt at media payoff or fan service pandering." There's no need to conflate it with irrelevant issues.

Not rendering Tali's a face is my 3rd biggest complaint about the game after Priority earth being lame and the ending obviously.

Miranda was a well-voice acted and well-developed (not talking about dat ass) character. She was critical to the plot of both ME2 and ME3. Yvonne being in the game is not comparable to Chobot as Allers.
