I have all of the powers except Kaidan's Barrier power. If I start a new Shepard and use Kaidan again, will he automatically drop Barrier since I don't have it when he normally drops a power for the first time?

You get the powers by talking to them as often as possible. I don't have any save with Kaiden so I can't say for sure but with Ashley I got her first power early on and her second much later in the game. I would imagine Kaiden works the same.

Thanks for the reply. What I'm hoping to do is give up my current game, start a new one and hopefully get Kaidan's Barrier power in the new one when he has his first drop.
