 1.  Who remembers this game?

2.  What was the quality of the game of C&C3 to C&C4?  Good to bad?

3.  Is the transition from ME2 to ME3 comparable?

4.  What did the fanbase(consumers) think?

5.  Whatever happened to Westwood?

Absolutely not. CnC4 failed in the worst way possible - it had crap gameplay. ME3 does not have crap gameplay - it actually has some pretty awesome gameplay. Everything up to the last 10minutes rocks. Remember, these are video GAMES. Not books. Not movies. Not TV Shows. A game needs to be judged on the sum of all the parts that makes a game a unique genre. Gameplay is by far the biggest component of that.

Deus Ex: Human Revolution is better comparison. That was a pretty good game, up until the kinda lame ending. At least Deus Ex: HR had some sort of foreshadowing of the ending though, which wasn't nearly entirely plucked out of air like ME3.
