you get it from pickpocketing, as far as what it does, no clue. My last play-through i had it in my inventory for 40+ hours didn't really see anything odd or special.

There has been no information on what this actually does. My best guess is that it takes up 1 inventory slot for those who keep it. I destroyed it as soon as I obtained it and have not notice any change.

I encountred a Roughe in world map travelling that said she would stop me from stealing from the dalish. Never saw her before maybe it has something to do with it. Or is she a regal random ?

some encounters will only happen in certain region of the worldmap. so if you want to fight the dalish scout party. you must travel within the forest section and have stolen some goods from the dalish camp. this is the only place where stealing has consequences.

i guess you never had the guards off denerim after you then lol. one of the toughest kind of fights you can face in game and looks like it's triggered by stealing from the wrong npc because i really did not try a lot of them this time, at least that's what their commanding officer talks about before his horde jumps you... happens several times if you can make it past that first one.
there are consequences for stealing everywhere btw. i'm getting all sorts of remarks in redcliffe despite of earning the title of hero of redcliffe and i even remember a conversation where duncan defended me saying he did not believe i would do that muhaha .

i am wondering if this charm is not simply some sort of encounter trigger.

As long as it's in your Inventory, it reduces your chance of success at Pickpocketing. It can be gotten by picking the pocket of the bartender at the Spoiled Princess Inn at the Lake Calenhad Docks. You can get rid of it by destroying it, or by selling to the bartender for zero coppers.

I got that bad luck charm pickpocketing the innkeeper at the Spoiled Princess. It does nothing apparently like the blank vellum, trade manifest, private documents, etc.

Ah that is it? Wow my character must be awesome at pick pocketing then. I have carried the whole game hoping for something interesting to happen.
