It's generally not a good idea to try to votekick the host.

If the "host left" message appears, nine in ten players will press the "exit" button. They do that, and you go from a full team whose leader is taking a little longer than usual to ready up to a two-man group who either abandon anyway or wait for more joiners. Even more often, there'll just be the one guy left in the lobby on his own.

If you think the host is taking too long, leave the game. Find a different host. Of course, there are times it's a good idea to kick the host, but they are few and far between.
