While I would love to see any of the old members return, it can't be one of them because they had the potential to be dead in anyone's game. So....it's got to be someone new or guaranteed to have survived ME 1 and 2.

My guess would be a dlc involving a batarian because we don't know much about them but Bioware started telling an interesting story regarding the Hegemony if you listened closely to the news and background chatter. If you don't remember, it had something to do with the Hegemony being pretty much annihilated and batarian citizens coming out and really socializing and seeking help from other races now that their tyrannical government was in ruins. It sounded to me that most of the batarian people were actually interested in being part of the greater galactic community and disliked their govt.

My other guess would be Kolyat since he was Thane's son. I don't remember if he could possibly die in Thane's loyalty mission though. If he could, than he's out too.

Casey hudson. His power would probably be. Artistic integrity, Warp, Tech Armor and Lift Grenades.
Armor: T-shirt.
Paragade path. He'll lie to you that you'll meet a elcor tank and ride on it when at earth if you bring him along with you.
Renegade path. He'll lie to you that everything you do in the game is really reasonable to the ending and will grant you more free DLCS.
At the end of the game he'll get a troll face on (if you bring him) and say "Good luck next time, I'm sure there'll be a new ending dlc for you. "

I think it would be cool to pick a squadie from the ME 2 series you can take with you as a permanent squad mate (That doesn't become indisposed if you catch my drift). Yes I did just say I would pay to have an old squad mate back. The vigilante is also an AWESOME idea.
EDIT: What if the vigilante is a replacement if your ME 2 peeps died and you give a police report describing their abilities and tactics and then BAM! new partner in crime to take up the life support room

Non of the ME2 squadmates.... because that is just playing favorites for some audiences while alienating others.
So I will opt for a Batarian Squadmate...

But then again it makes no difference if the ending is just as crap
