You can only have one of them in my experience. Pretty stupid (i.e. "I'd rather destroy the world than to team up with that person"), but that's how it works AFAIK.

No, you can only have one or the other. Whoever has lower approval leaves you, and if they both have equal approval, then Qara is the one that abandons you.
