So I played ME2 (but not ME1) and created a dozen characters, then bought ME3 but decided not to import any characters until I played the game one time through with a stock Shepard male soldier character. So no import, played the game and won, chose red option ending (Reapers destroyed). Did not have green option, final scene door is opening on Normany but don't get to see anyone emerge.

Statistics: highest level attained 36 (soldier, not even veteran); total assest score = TMS 3935 / EMS 1967; total power points = 34 (mostly 4s and a few 5s); shield strength 700; Paragon/Renegade proportion = 80%/20%; chose Krogans over Salarians, Quarians over Geth; uses standard weapons, nothing too high power: Viper V (will take down anything if you are persistent), Avenger V (I like rapid fire), Arc Pistol (for Geth). Played most side missions but not all; romanced Liara.

Conclusions:
   1) you do not need to import characters from ME2 to win the game;
   2) you do not need to go to Mulitplayer to win the game;
   3) you do not need to acquire all assets (I got about 60% of them);
   4) you do not need a lot of hi-tech heavy weapons to win
   5) you do not need biotic powers to win

Hardest scenario: Shepard trying to get to the uplift beam to return to Citadel in the Hammer operation; sceen images bounced around considerably, difficult to hit the three Husks and the Marauder (but don't give up!). When I played this scene later with an import character the screen did not bob around that much.

My Question: Has anyone won the game with a lower score? What's the lowest cutoff for a win?

It doesn't matter. You "win" anyway.

Are you saying that no matter how low your scores are you can still win? Really?

Yes. You may get fewer options at the end, and a slightly different cutscene (End03_LondonRedVap rather than End03_LondonRedGood)

The endings change a little bit based on all the extra stuff you do. In some endings, the Big Ben gets destroyed in London and in others it doesn't. You also don't always get the green choice, but thats based around your war assests. In the end though, its still MOSTLY the same ending. For most gamers at least. If you want to see a full list of everything, IGN has a good wiki that has a collection of them all and how to get them.

I checked out IGN, thanks for that - so there is no way to lose the game? Only if you fail to complete the necessary missions to trigger the return to earth scenario?

Yeah, there is no real LOSING. If you follow the indoctrination theory idea, then not destroying them would be losing, but other than that, no.
