My least favorite characters:
3:Diana Allers, probably because she is horrible at being an actual character. No real purpose or development
2: Jacob, he felt pointless in ME2 as the Cerberus watchdog was Miranda, fulfilled no extra gameplay role, and saluted way too much. In ME3 it was just more obvious that he was a throwaway character with how they treated his romance.
1. Ashley, this is the only extremely developed character that from a role playing perspective I didn't like or at least see the need for. My Femshep (main) and Male Shep both didn't like her because of philosophical reasons, being a xenophobe, being pointless in combat, and disapproving of my Liara relationship. I guess I've always liked Kaiden just a bit more mainly because of the gameplay. Also, I didn't like her voice as it didn't sound like a real soldier's voice.
runner-ups: Hacket-underdeveloped, Kelly-unnecessary and annoying , and Kail Leng- annoying and misrepresented in the game

Miranda - Arrogant b****. When "dat ass" is all a character has going in its favor, you know it's a bad one.
Ashley - Ashley went from understandably angsty and cautious to full fledged paranoid over the course of three games. Sexier hair didn't much to conceal that.
As for Allers, she was so bland and pointless, I don't even consider her a character

Kasumi Goto- little dialog, uninteresting back-story, no motivation. She felt very much like an after-thought and I had no attachment to her whatsoever.
Steve Cortez- I don't care that you're gay, I certainly don't care that your husband died, and every time I talk to you I feel like I'm one wrong move away from an accidental romance. You're an alliance soldier, f****** act like it.

Diana Allers- Voice acting, sound of her voice, WTH was she wearing? Everything about her bugged me.

I thought Cortez was a decent character, but I agree with this. I felt like I was walking on eggshells with the paragon interrupts and the scene at the bar.

Allers was pretty useless addition. They could have gone with Emily Wong.
Kai Leng was... well they didn't really give him much persona as I would have liked. They should have introduced him in 2nd game or something.
That's about it. Can't really think of the 3rd one. Every character has been pretty cool or ok enough otherwise.

I think Steve was first gay character in BioWare games who I didn't have to watchout what I say to. At the bar there was very simple question: "Are you gay or not?", basicaly. Oposed to Anders scene where there was two options for saying "Yes I am interested to you sexualy" and one option for: "GET AWAY FROM ME YOU GAY PERSON!".
In this game you could actualy say it nicely that you aren't interested.

2-Admiral Xen/Gerrel-Stupid retards that should not be in any high Quarian Authority.
3-Kelly Chambers- I find her to be a bit ****ty and I prefer Traynor 100% more than her

2. The Turian Counselor (Who's dismissing the claim of the Reapers now huh?)
3. Udina (Was waiting for my chance to shoot the SOB ever since he locked down the Normandy from ME1).

I think the Turian Couselor is one of the better characters. He's a good heavy.

True enough. Still, I wasn't sure if the paragon interrupts were going to lead to anything, considering the "I'm eye candy, too" dialogue option was in the paragon slot.

Kaiden - Just never had much use for him. I've tried taking him on missions, I've tried talking to him. It seems like he's just there and that's it.
Kei Lang - A lot of wasted potential. The devs could have done so much with him but didn't.

I think the only problem with Steve was that people knew he was gay, and gay only.BringBackNihlus wrote...

When it came to actually romancing him though, I concur that it was a fair, straight yes or no question. Well done.
Ironically, I was far more uneasy around Vega

Harbinger - all his cheesy insults and stuff during battles made me think of the Reapers as more comical than threatening
Kai Leng - ridiculous anime cliché

I just ignored him, not an interesting character anyway, just became one of the background people you cant talk to on the normany, just a random crew member.

2. Allers
3. Jacob
When playing ME2 if you would ask me that they would make not 1, but 2 characters I hated more then Jacob I would have laughed in your face. They even managed to make Jacob worse for the very few people who actually liked him and he still comes out better then these two by a country mile.

1. Allers - adds absolutley nothing plus poor dialogue and voice acting.
2. Conrad Verner - Incredibly annoying and after the mistake of talking to him the first time I played me and discovered him in me2 I've avoided him ever since thankfully.
3. Jacob - Bland, boring and I can't talk to him as femshep without cringing every time I start a convo (It turns out he's a cheating neanderthal for those that romance him anyway so clearly I didn't miss anything and that only makes him even more irrelevant in the games).
Honourable (or dishonourable) mentions go to Zaeed who's backstory sounded so uninspiring I never downloaded him and Javik who's not attractive as a downloaded character so much so that the only reason I considered downloading his content was for alternate appearances and after the endings I'm glad I didn't.
