So, hopefully this is not against any rules. I recently decomplied the toolset to see if I could pinpoint some bug issues and have readable source code to an extent.
If the community got together to do our own bug fixes what that be an issue? Seeing theres still tons of issue that will most likely never be fixed.
Again, hope this is not against the rules to discuss.

Have you tried just swapping out portions with a plugin? At some point with the proper plugins you'd have basically a new toolset. Lot faster implementation of fixes, and probably avoids any possible issues. And anything you change or add could be modular subject to end user choices, and allow you to work with other existing projects too.
( take a look at skywings script compiler releases as an example, he's rewritten the scripting part and the engine which executes it )
You should get in touch with skywing since he is working on a replacement server, and has a lot of deep access to the various parts of the engine via actual symbols from the devs. Don't think he has the same for the toolset, but it helps to know how the game works.

I will have to get in touch with him and speak to him. The toolset is written out in C# so it be great if the devs could just release a Visual Studio pack of the source, since the toolset can only be used for Neverwinter Nights 2 and doesn't give us access to the actual engine core (ie, so we could steal their engine and produce a full .exe game) If that makes any sense.

There are features in the toolset they cannot release for various reasons - it would require bioware, atari, hasbro and obsidian to all agree at the same time, just not viable. They (obsidian) were trying to discuss open sourcing the toolset to some degree ( mostly hints in IRC asking if that would work for us end users ), it sounded like it was just not viable, or some of the decision makers are just afraid of letting go of control, and there are just too many people that would have to sign off on it.
I think you should focus on plugin development. End result is the same, you can patch the original features so they work and don't have to start over.
( note that grinning fool actually did the last updates to the toolset in 1.23 as well, so if you can communicate with him you'd likely get help understanding some issues, he actually had some sweet features planned for 1.24 before atari shot down all further development. )
