ME2's was nothing but perfect for me. If only the second game had those weapon customization options and skill tree from the third...

I enjoyed ME2 the most. The improved combat, the multitude of characters that gave you many interesting views into the setting, the streamlined inventory (yes, I'm listing it as a positive), the reflections of your actions in the previous game, I found it all to be very enjoyable.
ME3, I'm still a bit too close to to give a good and full examination of. Combat was better, good sense of urgency to the story as a whole, however the game was a bit linear and closed to exploration. Characters were presented unevenly. And the ending sums up a fair number of flaws with the game.

Of the three I would say I had most fun with ME3 until the end, which spoils it enough for me to go with 2 as my favourite. 2's plot wasn't particularly compelling but the character writing took a huge leap forward and the gameplay was fun in its own riught (if a bit too simple). Plus the M920 Cain...
3 would be hands down the best if it had a proper ending. Have to emphasise that.

3 is ok, but not great. I've played it twice now; but I don't think I'll be doing it again for a while.
I didn't like 2 much at all. I didn't like that most of the game was just recruiting for the handful of missions that actually mattered. I didn't much like the changes to gameplay. I didn't like the removal of so many of the RPG elements. I really didn't like the planetary exploration being taken away (Firewalker doesn't count; it was too... gamey).

Because strong plots are what motivate players to enjoy the game?
Give me the best plot ever told in video games, I will enjoy tetris gameplay for 20 hours just to see what's going to unfold in the story. On the other hand... ME3's openning lacked a proper explanation needed for narrative integrity. I just couldn't enjoy that good game play aspect of ME3.

I agree the overall story of ME is the best of the series. I loved the Mako, personally, but definitely could do with a bit less. The three main "quests"--Noveria, Feros and Virmire, are all good. Virmire is the best 90 minutes in the history of gaming, for me. The end is so good, that I sat there grinning like an idiot, despite having completed this game dozens of times.
ME2 had great gameplay, was great looking, and cleaned up most of ME's issues. The characters were incredible. It was very disappointing that they weren't more involved in ME3. The Suicide Mission is an incredible capstone. It varies in many tiny ways, based upon decisions made throughout the game. It ended the way ME3 should've ended.
ME3 is a good game. It's combat mechanics are top notch. It has a great armor and weapons system. The roleplaying felt constrained by the need to bring the story to completion. I didn't always feel like I was in control of Shepard. The eavesdrop method of quest introduction was lame. At least make me talk to them. The game was glitchy, felt incredibly rushed, and fell apart as Thessia ended.
I guess I'd rate the games ME2>ME>ME3, with the first two games being very close. ME3 will always be, unfortunately, a case of "what might have been", for me.

Sure it had great cutscenes and amazing action experiences, but aside from the deaths of Legion, Mordin and Thane, what great emotional content was there in this game? I didn't explore into the backstory or personalities of ANY of the characters, which in turn failed to make me care about them as much as I did in Mass Effect 2, for instance.
The decisions made in previous games paid off very poorly in my opinion (Rachni and Collector Base especially), they were just monetized and counted for very little when considering the game as a whole.
The romances were disapointing to say the least.
So what made this game 120% perfect in your opinion?

ME2 didn't have Liara as a squadmate (Liara fanboi, very sad.)
ME2 forced us to work for/with Cerberus (important to the plot yadayada. I didn't like it.)
ME3 had almost no illusion of choice in dialogue, and really forced emotions and opinions down our throats.
ME3 had the dream sequences... HATED these.
ME3 undid a lot of our choices, or made them irrelevant.
ME3 had the damn fetch quests.
ME3 had Kai Leng... I can't stand any scene he appears in save the one you get to finally kill him.
ME3 from Thessia and on felt horribly rushed.
ME3 The endings... THE ENDING. GOD DAMNIT.
Anyway.
It's pretty close for me between ME1 and ME2, but ME1 had the better plotline and had Liara as a squadmate (easily my favorite character), and frankly I've never played ME for the gameplay, it was always about the plot, the characters, and the world. ME1 does the plot and characters best (imo at least), ME2 does the world the best.
Overall, I give ME1 first place, with ME2 a close second. ME3... let's just pretend it never happened.
I feel like this is a pretty good list. I will say though that while I enjoyed ME 1's plot the most, my favorite character is Mordin Solus, so he comes close to tipping the balance.
I also have to say about the dream sequences that I feel like I could have enjoyed these, if instead of having the kid, they had used your dead squad member from Virmire, and gotten to talk with that dead squad member in the dream. I feel like that could have hit long-time players hard, and given short-term players a nice sense of the length of the series and how far back Shepard goes.
Couldn't stand the Cerberus plot in ME 2. It especially irked me because my background was "sole survivor" and Shepard barely even mentions Akuze. In fact, the one time he DOES mention it, I'm not sure the sole survivor background actually affects anything - he just kind of lists the Akuze incident as one of many bad things Cerberus did (and you know that he learned of it from Corporal Toombs even if he didn't have it in his own background).

Now THIS would have been interesting. I wanted to kill that kid and the way that Bioware forced him down my throat. What if Shepard was a renegade who had seen several of his closest friends die in combat? I doubt one child's death would affect this kind of Shepard so greatly. I hated how despite the way we had shaped our Shepard's personality to be, every Shepard reacted the same to a.) the child and b.) the fall of Thessia.
These sequences and what followed them should have taken into account our Paragon/Renegade scores or something...

ME2 had some of the richest characters. Their "micro-stories" were awesome, even if the quantity of squadmates and their missions diluted the impact of the central plot. But it was the most "generous" of the series because of the richness and number of settings. The music and action was pulse-pumping.
ME3 tried to go back to a tighter, more focused story, and succeeded there, I think. While there were some improvements in the gameplay mechanics, the combat felt more defensive and slow to me - more hordes to fend off than enemies to storm. And despite the tighter focus, the main story made leaps of logic at times - as we know too well.
I think I like 1&2 best, but for different reasons. 3 was solid, but had the potential to blow the first two away.
