Which does more dmg? ... of course ignoring the combo of Death Hex + Death Cloud (which, incidentally, is crazy powerful)

They do identical damage.
Combined with Death Hex they combine for Entropic Death.

Spirit is much less resisted than Elec, and no one is immune to Spirit AFAIK. So while both sports the same base damage, Death Cloud will consistently outdamage Tempest.
On top of Entropic Death being useful for the yellows/reds within the cloud, while Storm of the Century being overkill for trash mobs yet barely more powerful than blizzard + tempest/deathcloud against yellows and reds, the choice is clear.
Get Death Cloud.

Arcane Horror is immune to Spirit damage. Lightning damage also drains stamina/mana, how useful this is is kinda hard to figure out, but it works really good on my party...
I also feel the lightning line is more useful than the drain life -> Death Cloud line, and the entropic Death requires a deep specialization in two trees, whilst Storm of the Century requires three trees.

Storm of the Century: Start out with either Blizzard or Tempest. Then use Spell Might and hit the area with the other spell. Two mages can complete it as well. All that's required is that the last of the two spells that hits the area is under the effect of Spell Might.

I seem to remember doing cold damage to a revenant also, after hitting it with Vulnerability Hex. Perhaps they simply have 100% reduction, and that can be reduced by various means? No idea.
