I don't think they expected such a strong desire and outrage about not seeing everything come together.
I can see how most of it is being told by the story itself, but it does feel a bit lackluster to not see it all come together.

They're adding additional content to provide clarity and closure to the endings. We don't know what kinds of cinematics/gameplay segments/whatever will be added. More importantly, we don't know WHERE they will be added. Will the cutscenes be added to the end sequence? Before Shepard's death? After? If some of the cutscenes are, say, a flash forward to talk about what happened to the crew and such, it would make sense if it came after stargazer's scene.
Then again, you can only get stargazer's scene if you have an imported character (from ME2 or ME3), so maybe not! XD seriously, that scene is so out of place . . .

Anyway, I was thinking that if it was IT, then this was heavily planned, and they always intended to release a True Ending DLC at some point after the game. I think they expected there would be confusion and debate, but perhaps they didn't anticipate the intensity of the reaction from the fans? That's why they later said they were pulling staff from other projects to work on the Extended DLC. It was also a convenient trick to say that the DLC was a reaction, rather than a plan, because the moment they admit it was in the works from before, IT is strongly implied as true. And they want to give more people time to finish the game, rage, and debate and theorise first.
If they're aiming for a summer release, this has had to be in the works for some time. There's no way any content of substance is actually completed if started from scratch in March and released only 3 to 4 months later. Even a paltry "here's a few lame cutscenes showing your squad talking on jungle planet" would be pushing it in that time frame. And if it's anything bigger, than it had to be planned and under way before hand.
It also syncs with the other official statements they've put out that they're not changing the ending and it's simply a "clarification/extension" and they want to preserve their artistic vision. This makes perfect sense if it's IT because they don't need to change anything, just add on, and it shows they were carefully constructing the ending/setup from the start.

Sadly, I think their attempt at remaining noncommittal after the fan backlash was meant to appear neutral, trying to avoid inciting further rage while not giving away the details of whatever DLC they have actually been planning all along. Their surprise at the number of very unhappy fans does seem genuine, if not a little, as you pointed out, naive.
Unfortunately, much like the actual ending to the game, this tactic appears to only be infuriating people more. I do think it is bad PR, but not intentionally so. I truly do think they have been working on more DLC, but I do not believe EC was one of them, or else we would be closer to having a release date, rather than vague assurances and a tentative summer deadline, and we would not have seen the kinds of quotes you reference in this thread. I do not, however, think it will be a retcon or IT, but I have a tiny glimmer of hope that we might still be pleasantly surprised. Oh, how I hope.
I'm torn. On the one hand, I feel bad for BioWare's trying to navigate an awkward situation, but at the same time, they set themselves up for it in so many little ways. *sigh*

Yeah, I definitely feel this. On the one hand, BioWare has been the victim of undue controversy surrounding their games in the past (everyone remembers the Fox News "se"xbox load of bull), which is a shame when they really are one of the best developers out there (I think the escapist had a "best developer" smackdown recently and BioWare was runner-up to Valve (don't know if the controversy affected BioWare's duel for top placement, and I don't usually place much value on those things, but regardless just shows that the community generally agrees BW is awesome XD)). Considering how much developers like infinity ward (now sledgehammer or whatever, lol Activision) make off of putting out essentially the same game over and over again and seem to catch little flak for it, its not fair to BW's incredible creative talent get bad press for actually trying to do something compelling and different with the medium.
On the other . . . well, we've all seen the ending . . . how the consistency of the narrative is just shot . . . how everthing seems really off . . . how Shepard doesn't feel like "our" Shepard . . . etc. etc. Even with rose-colored glasses I find it hard to believe BW's writers would resort to a deus ex machina to round up the story unless they had a very good reason (i.e. the ending is not quite what it seems). Fits into their "Lots of speculation" plan regardless, I guess.
