They hinted at a pack.

It may only be the pack for this weekend though.  The guys at PAX didn't even know how long it would be up for.

Edit: Is it possible to have a better chance using Veteran Packs to obtain the new stuff?

There is a video from PAX of the developers showcasing new characters and weapons. The developers confirm that there will be special packs in the store for Reseurgence. Not misinterpetation.

Just unlocked Asari Justicar, Geth engineer, Batarian sentinel. I really wanted a Krogan vanguard and Geth infiltrator. I got 2 harpoon guns though as well as the Geth SMG.

In the QA they mentioned actual "Resurgence Booster Packs" which will only contain new DLC content.
