Wait until Sony updates the PS Store today if you're in the US or tomorrow if you're from Europe. It's like this with all new content on PS3, so I'm not sure why people still haven't figured this out.

Good Lord... Why is it so hard for people to figure out that you cannot download any new DLC until Sony updates their store? It is pretty damn obvious when they do so...

Most of the time yes, but it depends on the third party publisher. Rockstar used to release new content for RDR and LAN pretty much whenever they wanted, regardless of the region.
