My femShep didn't romance anyone until Kaidan in ME3. I had been hoping for James but oh well.
My manShep was going to romance Ashley but she died, he'll be romancing Miranda in ME2 and Kaidan in ME3.

I plan on romancing all the LIs eventually. Maybe...

In my "canon" playthrough, Ashley in ME1, ditched her in ME2 and switched to Tali and kept that romance in ME3.

So the answer is Tali.

Kaidan with my main canon FemShep. I made another one for Thane but I'm yet to actually play her. I fully intend to have a FemShep for every romance, but I'm gonna wait until the extended cut is delivered to see if it's worth it or not.
