I did romance Liara a few times, but that was more experimental for me. She was always more of a friend to my Shep than anything. Miranda is 100% romance material, though.

Not sure how useful this is if you are counting two (or three?) separate people across games.
Anyway:
- Ashley in ME1 (mainly for the achievement...)
- Miranda in ME2 and 3 because...come on, who else?! She's amazing.
I guess if you're only using one, go with the latter.

I would have liked to been able to do multiples in each game as I thought it would make for an interesting dynamic playing Shep as a male wh*re. Catfight between Liara and Jack, or Tali bawling down in engineering, snarky comments between companions while on missions.

Most romanced Kaidan but I had one Shepard for everyone except Tali, I like Tali I just couldn't see her as anything but a friend. However, I deleted my Shepard who romanced poor Jacob.
