Well, he's an interesting character. He's experienced torture at the hands of mages and seen the corruption in the Templar order, so already he'd be a useful character for DA3 since Bioware have hinted that they want to extend the Mage/Templar conflict storyline. He was also in love with the female Amell mage (if you played her in DA:O) which was actually a very sweet little storyline, if a bit short. They made him grow as a character in DA2 to the extent where a lot of us want to get to know him, to discover how deep his torment actually goes and find out what makes him tick. From a storyline perspective he could make for some interesting quest related events, and from a romance arc point of view watching him battle with his heart and his head would make for poignant scenes, especially if your character is a mage.
... Add to the mix that he's hot as hell and that's why we want him as a companion/LI.
As for Finn, I wouldn't mind him as a companion either he was a fun little character.

6. Varric - There is no question that i want Bianca (Varric's crossbow) in my party during a fight. I like it when he gives nick names to my female companions. Just as funny as Ohgren ever was but better with coin. Great , No THE BEST, PR man to have around to deal with crooks and cut throat merchants.
These two, oh gawd yes. My two favourite dwarves (excluding the Warden). I'd like to see Morrigan back as well, her story needs closure.

Sigrun - I wishe they hadn't sent her off to the deep roads. She was my favorite BFF in the series.
Alistair - As a Grey Warden, not as the King. I always though he seemed happier as a Grey Warden in DA: 2.
Cullen - Because I'd really like to know if he can resolve his "mages aren't people" issues.

So, mark me as one who would love cameos/side quests with returning NPCs, but not full fledged companion status for anyone (especially after how they fubared up Anders in DA2).
As for non companion types I'd love to see back as full companions tops on my list are
Cullen: a lot of backstory (especially if you played a female Surana/Amell in Origins), and a character who's experienced a lot of growth in the course of the two games. I'd love being able to flirt with him (even if romance wasn't an option) mostly because of how flustered he gets with female attention. His journey has almost been reflective of the journey of an everyman in Thedas. He started off with a mostly "mages maybe can be our friends, just need to be controlled" mentality to a "KILL THEM ALL!!!!" to "Mages can't be our friends" to defying his superior when she would have killed Hawke. I love what they've done with his character. I found his strength of will/purpose already impressive in the Tower in DAO and now in DA2, my respect for him has only grown stronger.
I'd like to see Connor as (if not a full fledged companion because he can be dead) at least a cameo/quest giver since his epilogue says he did well in his studies at the tower. As with Cullen, he could have a strong part to play in the whole mage/templar/chantry storyline. Plus if this takes place after the ten year time jump, he would be an adult now and ready for adventures.
Bevin, the boy in Redcliffe who will become an adventurer telling tales of the Warden's exploits (if you return his grandfather's sword). Of course this is contingent on you 1) finding him in the wardrobe and sending him back to his sister and 2) stopping the undead from killing everyone in the village. I don't know WHY anyone would just turn their back on the village, but it is possible. Again as with Connor, he would be the right age after 10 years to be an adventurer.

And I suppose since you can't kill him, Varric. Because...he's Varric...and the chest hair compels his return. And he spins a great yarn, imagine the PR the new PC would get
But TBH, I'd really love an all new PC with all new companions esp if the locale isn't near where the others should be (Orlais). Unless you're a traveler I don't see much moving around being done (or staying in one place for long as in Zevran's case). In Orlais I can see Bodahn/Sandal being present since Bodahn says they are going there. Leliana is Orleasian raised and is part of the Divine's circle and hip deep in the ongoing storyline. Alistair may have some business in the court there if King, but not much as a Grey Warden unless a new horror raises its ugly head. Morrigan was rumored to be there if she didn't have the OGB, but if Witch Hunt was done, she went into the Eluvian, baby or no baby. Loghain may be present, but he died in every single one of my playthroughs so I'd be extremely pissed to see him there as a full companion--especially if I am FORCED to bring him along as I had been with Anders in DA2. Plus if it's ten years after Origins, he'd be a 60 year old warden and nearing his Calling, IF he survived that long. Which is why logical cameos would make the most sense for returnees.
I found the DLC's companions mostly unremarkable. Not unlikeable just not very noteworthy. Of them all, the human warrior who joins up in the dungeon with Leliana and her elf mage friend (I forget their names) in the Leliana's Song DLC is the only one I found resonated even a little with me, and even then I can't recall his name.

It just means there's a lot more to his tale to come I think no matter what choices he makes. And I would love to see how it plays out. If he is addicted but cut off from his supply, how that affects him and what the PC does to help. Does he/she find a new supply for Cullen? Or try to help him kick the habit. And what (if any) affect does that have on his templar abilities (since he was told Lyrium enables his abilities). Obviously by Alistair's example (and Warrior warden/Hawke if you choose that spec) it's not true, but maybe it DOES make his abilities more effective (making him on lean withdrawal days less effective in his skills or something).
I can see Cullen going several paths here and all being within characterization. Either as someone who sees something very wrong with the order and trying to change it from within or leaving it entirely and fighting from without. And the next protagonist (depending on their affiliations) determines which path Cullen chooses to follow.
Would be interesting for me to see what happens anyway.

1. Alistair
Why not? He's my main LI in nearly all my playthroughs, he's sweet, funny, compassionate and playful. And he's also a pretty good tank. Most of the time, he's my meat shield. XD
2. Wynne
She's like the mother my mage Warden never had. Plus, she and Alistair have some of the funniest banters (especially if you romance him). Bur, for gamplay purposes, she's my designated heal ****.
3. Leliana/Morrigan/Zevran
I alternate between the three of them as my DPS. Though I tend to take Zevran the most. He has some of the funniest lines in the game.
4. Cullen
Y U NO LI?!?!
5. Anders (Awakening)
Y U HAVE TO CHANGE?!
DA:2
1. Fenris
He never leaves my side. He's my main LI and a pretty good tank. Almost on par with Aveline, honestly.
2. Varric
CHEST HAIR!!! And his banter lines are really funny to. I sometimes switch him out for Isabela or Merrill. But most of the time, he has a pretty solid place in my party.
3. Anders
I can't stand this new Anders. But he's my heal ****, so he has to stay, I suppose. I guess his Jersey Shore banter with Fenris (especially when it involves my Sarah Hawke's affections) is pretty entertaining.

Nathaniel Howe. For not turning out to be another typical angsty woobie.
From DA2,
Varric - Finally a dwarf who isn't a clichebomb of dwarveness. (ugh, Oghren...)
Aveline. THE Tank.
Isabela. Not good with the big battles, but usually the LI. Fun dialogue.
Fenris. That boy needs therapy, but good for when I want a change from Aveline. Conversations with the other companions as good as Varric's, also second choice for LI.

If the NPC is a warden, (Anders, Nathaniel, Sigrun, the Warden) this shortens the possibilities immensely. No guarantees they will have survived 10 years of constant darkspawn activity. 30 years after the Joining presumes the Warden manages to fight effectively that long if the taint doesn't knock them down sooner. Not saying it's impossible (and the Warden is mentioned at the end of DA2--even if the US was done?), but still, I want fresh, young new faces for DA3, not a rehash of old characters, though "honorable mentions or cameos or short side quests" would be nice for old characters. While I realize any returning NPC will have plot armor so thick no blade could pass through to kill them in previous installments, it still starts to stretch my believability and creates lots of 'handwaving' when, over the course of time, I see a 'shopping list' of adventurers coming back again and again to meet the new PC each time. And I'd love to see what was going on with the Wardens in the Deep Roads Hawke went down into. Stroud, Alistair AND Nathaniel all there investigating something more dire than an invasion of Qunari? And, let's face it, Corypheus is still around (in some form or another), and may prove to be a bigger threat than an Archdemon.
So some warden adventurer in the group would be interesting if it leads to resolution of those dangling plot threads, though I don't want it to be the PC.
Not saying old people can't be adventurous, just there's a lot less motivation for them to do so. "These are battles for a younger man/woman" being Wynne's battle cry (though with the direness of the Blight pushing her as well as an adventurous spirit, she did). Loghain serves the wardens admirably if allowed to live, but you can see how tired he is of fighting, always fighting.
That's if Bioware goes with the storyline as it's going and continues the mage/templar/chantry conflict going on.
