No race was close to building their own relay. They all understand how to use them, but not really the science behind it. An example: you could give someone in the 40's and iPad. They could learn to use it, but they wouldn't have any idea of how to build one.
And a dead Reaper is still dangerous. The derelict reaper had been dead at least 50,000 years. It still was able to indoctrinate Cerberus personel. So are we swapping one terrible lore breaking ending for another?

I'm a proud Destroy-ender, so as far as I'm concerned, the Citadel and the Mass Relays are better off destroyed. The races of the Galaxy have millions upon millions of years to develop similar or superior technology, now that the Reapers are gone for good.
Besides, I also remember twits from Bioware staff members saying that even FTL speed technology could be further developped. If it wasn't before, it's because the current civilizations of the galaxy relied on the Mass Relays.
