I'm playing as a human rogue archer. I'm level 4 right now, 25 DEX, 12 STR, 16 CUN. Other stats are whatever they start out at. I was just in the Korcari Wilds, and had sprinkled some ash over a pile of rocks to fight a certain monster. I was stood at the rocks, Alistair was tanking it down the hill a little bit.
There was nothing blocking my line of sight, like a tree or anything, so I'm just wondering why I had 10 arrows miss in a row. I'm also wondering why I frequently have 5, 6, 7, 8 misses on other, non-elite creatures too. In fact, I'm wondering why I have roughly about 30% accuracy on every single enemy I fight.
Two in a row, 3 in a row, 4, 5, 6, 7, 8, 9, 10... WTF!

The hit rate sucks junk at lower levels, gets better as you go though.

For the same reason you're not guaranteed to win the lottery even if you play it 80 billion times.

You might also be beyond your maximum range, depending on what kind of bow you are using and how far down the hill he is.

There is a common hex(forget the name) that enemies use somewhat often that makes you miss for about 30 seconds or so. Next time this happens check your buff screen to see if that's what's going on, because you shouldn't be missing that much even at low levels.

Your luck? I remember playing lvl 4, dex 20, on nightmare. While staying far away, I could bring the health of each wolf almost to zero before it had ran up to me and I finished it off with dirty fighting and a dagger. I did place my first attack from stealth every time.
I didn't try fight the monster with a bow, but I know meleeing it from behind with daggers worked well.
don't remember any monsters using hex in the Wilds. Do they?

Range matters.
So does dex.
Stand closer.
