I have posted in other forums looking for straight answers but after spending close to 500k creds before finally fixing the issue myself I have come here to set the thread for others this happened to:

I looked on the forums found the thread from Chris stating that the packs were active, I downloaded the pack from the marketplace, it downloaded and said installed. I restarted ME3 and loaded Multiplayer. What I found was I could see none of the new content, blacked out characters, maps, etc.  But what I could see was the description of the Spectre pack stating it had the new content as long as the patch was installed.

Bought about 10 packs I think before I decided to go forum searching again, found alot of posts stating people had new stuff and people couldn't get new stuff.

Decided to try to redownload the pack, did that restarted ME3 could see all of the extra material this time, spent my last 200k creds or so and still nothing new. (However I am aware that it is a chance to gain these at this point)

Rather than flame, I am putting it here in the technical issues section because I believe there are others with this problem. Would I like a refund on my previous purchases? Yes.  Do I expect it? No.

The purpose of this is to inform others who may be having the same issue, hoping to save their MS points / creds.

i am having the same problem as you.....
not sure how to re-download the pack, it says it is installed

me too having the same problems:o . it really sucks when you are eagerly waiting for something and it doesn't work
Bioware fix this  before i go on blood rage ...........................

GARRUS :Sheperd I have run all the calibrations I can do but the resurgence dlc does not work . We will have to speak with  Admiral Hacket

SHEPERD : EDI patch me to Admiral Hackett through the comm link .

I went into the hard drive storage settings and deleted it, and redownloaded it.

Same thing happened to me - you don't even have to delete the failed download. Just download it again, at least that worked for me.

Oh, how I just love getting hundreds of thousands of credits taken from me for someone else's mistake. Just lovely!
