In my canon, Liara saw the damage cigs caused to her dad and, while she maybe tried it once or twice, she is NOT a heavy smoker!

If anything, she smokes when she drinks, and I think that's somewhat of a valid excuse (it's how I personally rationalize my cigar use ;( )

No it's always there, it's just a piece of the set that never changes. Or maybe some lazy crewman just leaves it there and no one bothers to pick it up.
