This was something I could immediately notice when I loaded the game menu. I always play with FRAPS running in the corner of my screen, and ME3 has *ALWAYS* run at a super-solid 60 FPS. Now, it is running at 30 with no change in graphical settings.

Uninstall and redownload your drivers, worked for me. Also Nvidia has new drivers out yesterday if you have an Nvidia card.
