If your a human Noble(i think since i only play this aspect) you can wait till the end Spoiler Alert when you are in the prison ask for zevaran and oghren to save you they will be wearing noble clothing you can just take it from their inventory after they let you free, just in time for your meeting at the landsmeet. I even wore it in the final battle. the other easy way is get it off marjolainne but killing her seems so distasteful.
