At least in the PC version it is not done until you have completed one of the Treaty quests.

Yep. Same thing with Redcliffe at the end. The blight has an actual effect on the landscape. I would have liked to see the random encounters increase and get harder as the game reached the end, but I can see why they didn't do that. One could use travel to inflate level to such a degree that the end battle would be no challenge. (Yes, yes, I know there are those of you who find the whole thing a cake walk as it is, but there are many who don't.)

Lothering doesnt close off immediately when you leave btw, it only closes off when you finish the first 'allies' quest...so you can do most of one (unless you choose wizards cos you get locked in) and then go back and hey presto...its still there for you to finish any quests you couldnt do cos you didnt have the skills/found them too hard...although why anything other than skills would be a problem there I dont know...never was for me lol...(on 4th playthrough different origins each time lol)

I was hoping; kinda looking forward to having more encounters as I was traveling through the blighted land. But sadly never as often as I liked. It would have been a nice change of pace.
