Best tool I have found is the Evga Precision (only for Nvidia cards) ,You can set the size/color/position of the display .

Both ATI Tools and Rivatuner work with either brand 3D card to make it available; I prefer ATI TRAY Tools, however, but it is strictly for Radeons. Fraps has the potential to really bog a PC down when its full functionality is enabled.
