How on earth did you reach that impression? No one complains about the lack of shields, I doubt half the people who use it even know their shields are reduced.
The altered visual effects are intended to be the main disadvantage, this is especially true because hunter mode's x-ray vision almost makes your shields totally unnecessary most of the time.
Hunter mode as it is now does a pretty good job of getting players to experience sensory overload as we see the world as a geth sees the world.
Not all players like to experience that, but there isn't a rule that says all classes have to be all things for all players.

Other than that it doesn't bother me too much to use, though it's a little annoying to put a bunch of money into graphics cards and whatnot, then spend most of my time playing with a visual effect that makes everything look terrible.
If they want to give it a distinct look, they should alter the shaders for the map the same way they do for the enemies. That, or try to do something like that one section of the Overlord dlc from ME2.

Glitchy? The hell are you talking about? It works fine.
You not liking it does not qualify as it being glitchy.
