im confused because bioware, you state that sony is the problem with not allowing the challenges or promotions, but if you call playstation/sony they plead that there is no issue at all, or deny anything of them ever talking with bioware. so whats the real issue?

Console manufacturers will typically charge developers to update their games, which often results in the costs being passed on to the customer or just small tweaks being made to games.
Microsoft in particular has received criticism from developers over its long and difficult approval process for DLC, whilst it also charges a high fee to allow game updates.
Meanwhile iOS games are able to work around this certification process, as Apple allows developers to update their games for free, which many indies believe is crucial for success.
Sony has previously been praised by Valve boss Gabe Newell for opening up its console and allowing third party online services such as Steam integrate with the PSN.
CCP exec Brandon Laurino also recently claimed that Sony removed many of its PSN restrictions for its upcoming free-to-play MMO Dust 514, leaving the studio free to “update the game as much as needed”.
He also said that the developer had worked out a framework with Sony that meant the cost of updating was “a completely trivial part of the equation”.

the exception of the new asari), and this is after purchasing about 20 packs, 10
of which were spectre, 2 premium spectre, and miscellaneous others. I mostly
get useless crap! I mean, i know eventually it might help, but I want my
weapons upgraded, and I want all the races - mostly I get ammo packs n 1 time
use crap - it sucks!!! Now they GUARANTEE you to get one of the resurgance
races, and we PS3 owners miss out? So not only do we have to spend either our
hard earned money on these packs to get a very random rare chance of getting
these races available, but we still have to wait for our N7 weapons. I honestly
do not get. Sorry if i'm ranting, but it just doesn't make any sense that sony
won't allow them to do the challenge weekends but the bonus xp weekends are fine

Reward packs- Giving away stuff for participating. Sony doesnt like Companies giving away free stuff on their console like that.

Operation BEACHHEAD eased the pressure on allied planets and freed up conventional forces that were being hammered by the Reapers. With these reinforcements, the allies can use RESURGENCE to target more critical infrastructure.
^ ^ Isn't it bescause Operation Beachhead supposedly freed up some allied forces, which led to a resurgence (or revival) of reinforcements which can be used against the reapers? I mean, the Resurgence pack was released at the end of Beachhead, right?

It's rather simple. Adjusting XP of a given mob/creature can be done on EA/BioWare's end without anything else. However, for the other events they need to know how many people killed x mob, how many were killed during the weekend and such. Sony may not be allowing them the access to do so. Either way, how you implement the two types of events are completely different.
