how do you check which packs you should get? checked entitlement but i got nothing listed except online pass, indra sniper rifle and Reckoner-Knight armor.

LoL, I was reading the ME wiki and I was reading we get resurgence packs for playing a match with resurgence downloaded and installed (like a commendation pack) and we will get a reserves pack too, is that true, Bioware?

I have the same issue and I have not yet received any of the packs (commendation or victory). Under entitlements there is also nothing listed for me (ecept online pass), although I do have the Reckoner Armor.

I have contacted EA support about it, but to be honest I don't expect to get much help from them. An official statement from Bioware would be appreciated though since this issue seems to be not uncommon.
I'm sure Bioware would care as much about users not receiving their rewards as they care about users who cheated their way to multiple packs.

are you saying your going to sue bioware because you bought a crap game on PS3 or your going to sue bioware because Sony wouldnt let them run an event that  xbox and pc has?

Got my reward pack from operation raptor (not victory the other one sad) was expecting the additional character thou but looks like there will be a wait... Will enjoy my N7 Sniper Rifle in the mean time.

Not at all.  Phalanx is a better weapon.  Eagle is kinda fun though.

I havent been able to play all weekend due to constant disconnects.. hope I still get it. After all I didn install the dlc the same day it came out..

Well, technically, the validity of shrinkwrap contracts is rather dependent on which state/country you're in. There is plenty of precedent for them not being recognised as legally binding contracts in a court of law. However, the person you quoted has no case, either way.
