At this point, anyone who did not get their commendation pack from either operation will not be able to use them anyway, since they expire a week after there were "given out" Which according to the "registered game content is the Tuesday one week after the event ended.
Did anyone try customer support chat? They really really really suck, but they can't try anything unless you take the time to contact them. They have been happy to try to solve my problems by offering me a commendation pack, but first they tried to give me the one for Goliath after it had expired, so it showed up in my content, but expired, so was useless. Then they tried to give me a duplicate raptor commendation pack to make up for their rudeness and my missing premium spectre packs, but I could have told them it probably would not work, and it didn't. It is possible there could be a fix when the figurines release, as they will be able to send the promotion codes to put in to make up for their errors, but that's not a given.
