For the UK specifically please, When can we download the free DLC? And how can we access the download itself and its features? Im on the PS3, GMT, a link to this information is good too. I cant find this info easily except that its the 11th release.

Go on the Playstation Store via your PS3 and download it from there - it's live now (154MB)
