If I place these NCS files in core/override, my mod works perfectly. But if I make a Builder to Player Package, selecting those two NCS AND NOTHING ELSE AT ALL, when I install it, and have it selected, changes won't have any effect.
These are all the steps I take.
1. Open my module.
2. Go to Tools -> Builder -> Builder to Player Package
3. CANCEL when selecting Manifest.
4. Uncheck My Computer.
5. Check the two NCS files which are placed in My Documents\\BioWare\\Dragon Age\\packages\\core\\override
6. Click OK.
7. Choose a name for the DAZIP and click OK.
8. NO, I would not like to save manifest.
9. Install the DAZIP with the updater.
10. Open the game, make sure the mod is checked, start it up.
11. Not works.
If it matters, I'm affecting items_singletarget and talents_aoe_instant

Isn't the first Manifest you select the one put in the root of the dazip file which is then used to install the dazip? So, does the dazip install properly? Are all files included in the dazip? (It's just a renamed .zip)
Is your module the owner of the script? The compiled script should be in
My Documents/BioWare/Dragon Age/AddIns//packages/core/override
