Is there a way to make things you can see through, like... Glass statue, glass sword or glass golem?

Try fiddling with the material editor, there may some sort of refract shader you can use.

when looking for ashes there are some big ice like stalagtites that were glass like so its in there somewhere

i know in oblivion translucency was controlled by the alpha channel of the diffuse texture. maybe take a look in the files for the stalagtites. i would think that there would be a parameter in the shader (i think the mao file has the shader inputs) that takes a map channel as input because thats something you would want your engine to be able to do.
