This came up in one of the conversations with some soldiers in the bar. Shepard replied this as a toast.
Is this some kind of easter egg? What does this mean?
"Who's like us? Damned few, and they're all dead." meaning? no spoilers

It's an old scottish quote. Usually said during toasts.
Here's Tae Us, Wha's Like Us – Damn Few And They're A' Deid
The above means - Here's to us, who's like us (or, who's as good as us)? Damn few, and they're all dead.

Also attributed, depending on education/experience of fans playing the game, to Robert Burns, Navy SEALs and Return to Zork. Since we have no way to find out which of them BioWare actually used as a source, I say go with the Scots, you can't go wrong there.
