I received a refund from Sony for two failed purchases of the Spectre Pack, and the Premium Spectre Pack. You may have to call back 2 or 3 times to make sure they follow through with your refund. Also, you must have the transaction ID numbers that are located in your PSN account settings, under transaction history.
Sony will send an email denying the refund, and that is because they think we are idiots, and will take that email to heart. What you need to do is call back and demand your refund. They will then refund your money. They refunded me $5, because I explained that EA/BIOWARE is not fixing the problem, and they are basically stealing because they must be aware that these purchases with real money are a problem, yet they allow people to purchase items with the risk of losing real money, and denying a refund to their customers. Sony will refund the money, but you have to be a little persistant.
Good Luck

Persistant for $5? I have something else to do with my time.
All I want are either my virtual items or my 99,000 + 99,000 + 99,000 + 60,000 credits back
And don't forget that many people like me didn't use real money for those packs (I bought a pack earlier but it worked back then)... it's frustrating not to be able to get any new item/character after almost a week of gaming.

I JUST had this problem...I'm a little P.O'd with sony, given I've been a good costumer with them to the point that they gave me a free 10 bucks due to the amount a spent a certain month (hehe...I game to much :/) but I'm willing to wait until this whole thing is sorted out. eventually their gonna have to break from all the complaints their catching and when that happens I'll start spending credits and money again, until then I'll just boycott and further spending from them (except maybe skullgirls since it's finally here) i'm more of a peaceful protest sort of guy most of the time though.
MAJOR EDIT: I also just logged in again and it confirmed the purchase f one of my packs, so you might try that. couldn't sleep wanted to kill some geth for old times sake.

Sometimes it does, sometimes it doesn't. In my case, it doesn't.

Its kinda tough because the failure is on ea's servers side. All sony sees is that a transaction went through succesfully, they dont see a ea server failure error that robs you dry. So to get a refund is pretty lucky.

EVERYBODY buy the 5000 credit pack first! I do this now to make sure I dont lose 100000 credits and my precious time. That way if 5000 pack fails you know dont buy anything else until another time. I've lost credits and CASH MONEY when the purchase failed. Sony and EA have not refunded me!!

STOP PLAYING THE GAME! If BioWare is refusing to refund your money because of glitched software THEY wrote STOP GIVING THEM YOUR MONEY... Whether it be virtual credits earned by YOUR TIME playing or REAL money BioWare is still RIPPING YOU OFF.
STOP PLAYING A BROKEN GAME!
STOP PLAYING MASS EFFECT 3!

I'm guessing your purchase was from before the servers were all screwed up, because when they came back up my friends and I noticed there was no option to make cash purchases. Lucky you though for getting a refund. All the people I know who have tried the same did not get a refund.

During Exorcist weekend, I had purchased a few Spectre packs that I didn't get, but on tuesday I found them waiting for me, with the option to use real money turned off.
