After DA2 and ME3, I looked back at some other Bioware titles as well as other RPGs.
Mods were able to fix many bad features of a game, and make good ones even better.
Mods allow for multiple playthroughs even if the game's replay value is not great (example: BG2: ToB), and allow for even more playthroughs if the game's replay value is already good(example: Skyrim).
Several mods became must haves after a while and I think most of you would agree with me.
Such as BG2's Ascension, Kotor2's TSLRCM, NWN2's expanded romance mod, DAO's Zevran/Alistair wedding, just to name a few.
Not to mention NWN is built around the toolset--that's also my major complaint about NWN2: its toolset was too complicated and relatively few good modules came out while NWN had thousands of great modules.
I don't know what happened, but did EAware deliberately refuse to release toolset for DA2 or did they consider it too difficult, or unimportant? I don't understand.
However, for me, toolset is a must-have feature of DA3, and since DA2's toolset was never released I'm going to petition for it before DA3 even releases, so that Bioware knows that fans want toolset and mods, and I think most of you will agree with me.

From what I've read, Both Dragon Age games have sold many more copies on consoles than PC. So I can't see them investing heavily on something that is specific to the platform that has the least amount of sales. I'm a hard-core PC gamer but I understand that the current tread is going away from the PC

From what I have read, DA2's toolset used third party software that would have had to have been licensed before Bioware could have released it. That would have cost money. They would have also had to pull people away from other projects in order to clean up the toolset to make it useable by consumers. That costs more money. All in all, it would have been a large cost for a free download that would only benefit PC users.

1 word: Skyrim.
Sold great on consoles, didn't stop Bethesda from releasing the toolkit.
