So I noticed that if you manage to save the Hanar homeworld, you get 50 war assets, but if you also found the specialized, hanar-only medi-gel in one of the cerberus facilities, you get an additional 8, giving you a total of 58.
This is addition to completing the side quest about Alien Medi-gel.
Does anyone know of any other combined effects like this? This might be the key to getting the 4000 war assets (8000 @50% EMS) required to save shepard at the end.

There are many other "add on" effects like that. They still don't add up to 8000 Total Military Strength.
The math on this has been done again and again and again and again. Those calculations include the 'add on' effects of things like Diana Allers' interviews, the medigel quest, etc.
The maximum possible War Assets that you can get during the game, assuming a perfect play through from Mass Effect, Mass Effect 2, and Mass Effect 3 is 7590. There simply aren't any more points available than that.
