It's a sci-fi fantasy game. You already have your belief suspended. So suspend it some more. Phantoms are supposed to be uber 1337 space ninjas and can eviscerate you from in close, no matter the species, creed, race, gender what have you. It's not a difficult concept to comprehend.
Krogans would be OP if they were immune to insta-kills and this fact also adds more tension and drama to the gameplay. I do agree that because Krogans have more shields and health, they are supposed to be stronger then most races and as I like to call them an 'immovable force,' but not at the expense of the drama or heat of CQC. Where does it say in the lore that Krogans are the masters of CQC?
I think it's good that a Phantom can ruin a Krogans ****. A Krogan has just as high a chance of doing it to the Phantom though. So the argument is moot.
I don't think it is specifically stated anywhere in "lore" that Krogan are "the masters of CQC". However, no one else is stated as being said masters either.
I will refer to one loading screen tip from ME2 though, "If enemy Krogan get close to you, they'll charge. You don't want that."
Left with no explicit declaration of mastery in lore, we must interpret available evidence and come to a conclusion.
I have interpreted Krogan physical strength (the highest of any sapient race apart from the Yahg), redundant organ systems and dermal toughness, the inherited Bloodrage possessed by all Krogan, better peripheral vision than most species and the tendency for most Krogan seen in the games to prefer shotguns to mean that they as a race are better suited to close quarters than most, if not all other species.
Certainly better suited than a human, with some nice tech and an overly long razor blade.
You seem to have interpreted otherwise, and the multiplayer would seem to back you up for gameplay balance reasons only.
I do handwave and suspend my disbelief a bit more on the rare occasions that I lose a fist fight with a Phantom, but it still irks me.
