Javelin is an N7-Rarity weapon, but it's not an N7 Weapon. Actual "N7" weapons say "N7" in the name, like the N7 Valiant or the N7 Crusader. They can only be gotten from Commendation Packs, which were ONLY given out as rewards for participating in the weekend events ( such as Operation Goliath, or Operation Raptor )- and it should only be possible to have a level 2 of any given weapon.
So if you see somebody with an N7 Valiant III, or N7 Valiant X especially, they cheated to get it.

Why report? Wasn't this caused by you guys giving people multiple packs?
In the sticky you guys talk of it being an exploit when they didnt have to do anything.
I still haven't even got my pack from Raptor.

However punishing the innocent for the actions of the guilty has never been a good strategy. Instead of withholding out packs, how about you seek out the abusers specifically, and get rid of them. It is asinine that we can't have our packs because someone else got more than they should, who cares.

If I saw someone with an N7 weapon level III, I wouldn't report it. If someone hands you $5 for no reason, you don't go to the cops and say "This guy handed me $5 for no reason." You just say "Hey, thanks for the $5."
On the other hand, if someone hands you $500 for no reason, you probably go to the cops and say "Hey, this guy handed me $500 for no reason.".
It's the difference between an honest mistake, and intentional cheating. I'd probably set the threshold at Level V before I'd report it.

They were being handed out for just over 12 hours, and admitly the way to come accross it was not incredibly hard from a user who was playing both single player and multiplayer. Given the very small window, it does seem obvious that you were taking advantage of something that was clearly not intentional.
