I like the theroy , would make a great DLC for after the main plot. . . Didnt EDI and Miranda also state that they are organized into military, science and politics. . . .it would make sense if there were two other leaders

Military- Hackett
Politics- TIM
Science- Miranda's Dad?

This is as true as the IT

although why would Hackett then send shep on missions against Cerberus throughout 3 unless he had a change of heart or was trying to take them over.

Better than Indoctrination Theory.

Indoctrination Theory is better than Hudson's Ending.

He refuses to explain it, it's just that bad...

Nice fan theory. I can see it working.

And if this is true and come out in future ME game or DLC , damn it's a big spoiler! I'd wish there's an amnesia pill or something...

OK, this idea is far weaker than the indoctrination theory (which actually has some evidence which can be interpreted to prove its case) and it's more insane than all those JFK and 911 conspiracy theories.

Really? Hackett as the Cerberus leader? It would be interesting if it wasn't nuttier than a squirrel turd.

Sorry if this was already posted somewhere in the thread but...
What if Cerberus was a three headed organization like the mythical dog, TIM was one head gone rogue, Hackett saw that and pitted his cerberus forces against TIM's, and a third head exists somewhere as well...?
It seems like a plausible theory, to be perfectly honest, almost as much as, say, the indoctrination theory.

Most likely this has already been said but...

Why did Cerberus find out about the Rogue VI and Admiral Kohoku? They were an Alliance Black Ops group turned Terrorists, do you honestly believe they wouldn't have agents in the military? They could have seen files, overheard conversations, and numerous other things.

Why didn't Hackett stand up for Shepherd? Well, lets think about that... The head of the Human military force sent someone to blow up a millions of Batarians because he thought it was best to do. In my opinion, that would create a much more significant issue then the bomb going off on Tuchanka. Not to mention I can name numerous instances where this happens in shows and other things. Claim you were acting on your own to keep the Chain of Command safe. Its smart and probably prevented a massive incident.

Joker even says "Cerberus, hih? Three-headed dog... so uh, how come it's just run by one guy?"

and how did Cerberus take over Omega...because Hackett invited Aria to dinner lol

seriously though...interesting thoughts OP. I don't believe Hackett is a part of the Cerberus Control but it is something to speculate

You've totally forgotten about the character of TIM, OP. He's not inclined to share power at the top level. Allocate some of that power to trusted subordinates, yes, but permit another person of his rank to exist in his organization? Unlikely.

That said, Hackett was definitely portrayed as a Cerberus sympathizer in ME1 and ME2, and was likely only written out of that role in ME3 once they decided that Cerberus would be the main antagonist of the third installment.

Yes, in fact the first game, and even the second, did an interesting job of portraying shades of gray.

Consider the missions you get sent on in ME1.  The best example is UNC The Negotiation (which you only get as renegade).  You are supposed to go talk to "Lord" Darius at the request of Hackett, although he sends you knowing full well that there is likely to be a fight and Shepard will probably end up killing Darius.  Very ends justify the means sort of deal.

And there is the UNC Dead Scientists mission, which anyone can get.  Cerberus set up the thresher maw attack on Akuze, and was experimenting on Cpl Toombs.  When Hackett sends you on the mission he says that several Alliance scientists have turned up dead... You could potentially interpret that to mean that the whole thing was an Alliance operation when Cerberus was still a part of it.  Of course you could also simply believe that those scientists were clandestine agents of Cerberus even though they were in the Alliance, so Hackett didn't know they were part of Cerberus.

That's really the only semi-anti-Cerberus mission that Hackett sends you on.  UNC Cerberus and UNC Hades' Dog come from Kahoku essentially.  Other Cerberus related missions you stumble on by chance (The Listening Post Alpha and Theta missions and Depot Sigma-23).
