Shield Gate is pathetic. They seriously thought it would balance automatic weapons and snipers/pistols? It might have worked in a different game but here in Mass Effect, you also have abilities that drain shields, like ED, which means that snipers cans till work regardless, and also tilts the balance of the classes towards ones with such abilities. Meanwhile, it also gives people even more reason to use semi-auto snipers (BW, Valiant) over single shot ones (Javelin, Widow) apart from just being more lenient on mistakes. The damage modifier system in ME2 was enough, they didn't need to replace it, especially not with such a crappy mechanism.
They had good intentions, just bad methods. I do certainly agree that the Shield Gate system is a little too basic, in that it just cuts of X amount of damage. However if they got rid of this system the sniper rifle would become completely overpowered and require some kind of ridiculously harsh Nerf, that would no doubt be worse than Shield Gating. At least the Shield Gate is applied to all bullet projectiles and isn't unique to the Sniper.
Sniper Rifles are still used on 40% of the players I see, so the Shield Gate doesn't scare anyone away. Mostly because abilities like Overload or Energy Drain work around the Shield Gate so well.
